In a seminar held on December 13 at Doha’s Sharq Village and Spa, the Qatar Institute for Public Finance (QIPF) saw its official launch as a collaboration between the Qatar Finance and Business Academy (QFBA), the OECD (Organization for Economic Cooperation and Development) and the Qatar’s Ministry of Finance (MoF). Capping the QIPF launch, a media roundtable was held on December 23 at the QFBA headquarters, discussing QIPF’s mission to become a MENA hub for knowledge and reform in Public Financial Management via research, training and consultation.

At a turning point for the MENA region, led by paradigm shifts in economies, evolving fiscal policies and key growth in private sectors, Qatar is witnessing a period of economic prosperity in the lead-up to the World Cup 2022. The QFBA, with support from the MoF and financial regulators, is actively spearheading capacity building projects and initiatives that support this growth and empower private and public finance professionals to raise the bar in their fields.

“After the success of Kawader and Kafaa’ in Qatar, the QIPF is QFBA’s first region-wide initiative, aiming to serve as a knowledge and reform hub in public financial management via research, training and consultation. Ultimately, its mission is four-fold: raising awareness around effective and efficient public finance in the region, sharing best practice in policy and framework development; serving as a market intelligence and data resource for the industry; and bolstering interaction among the various public finance professionals in the region.” said Dr. Al-Horr, the CEO of QFBA.

Designed as an interactive forum for officials to exchange knowledge and insights around public financial management in infrastructure with a focus on public-private partnerships, QIPF’s launch seminar tackled hot topics and key issues pertaining to this space, showcasing international case studies from markets around the world. Opening the seminar, Ian Hawkesworth, Head, PPP and Capital Budgeting, OECD, took attendees through the new OECD framework for public governance of infrastructure. The seminar featured success case studies of the UK’s PPP framework, Portugal’s experience in managing political and fiscal risks from PPPs as well as reporting, measurement, transparency and accountability issues in infrastructure.

“The first regional seminar organized by the Qatar Institute for Public Finance, in cooperation with the OECD, has enabled useful dialogue between peers, and the sharing of international and local good practices. We trust the creation of the QIFP will contribute to the development of high-quality budgeting and public expenditures in Qatar and the region.” said Jón Blondal, head of the Budgeting & Public Expenditures division in the OECD’s Public Governance & Territorial Development Directorate. ,” says Mr. Jon Blondal, Head of Budgeting and Public Expenditures, at the OECD.

Echoing Mr. Blondal, Mr. Badr Al-Qayd ; Director of the International Cooperation Department for the Ministry of Finance, adds: “Aligning with the human and economic development pillars of the Qatar National Vision 2030, the QIPF indeed marks a region-wide initiative and a springboard to address current and future policy issues and share best practice in public financial management. The QIPF will 3 deliver upon core activities: research based public policy papers on topics specific to the region, regional seminars for experience sharing among high-level agency officials in MENA, and a fiscal literacy program that will be engaging Qatari officials and citizens in a series of workshops.”

An international organization aimed at promoting policies that improve the economic and social well-being of people around the world, the OECD enables governments to understand and tackle economic, social and environmental change issues, opportunities and challenges. As such, its mission covers various facets of fiscal discipline and long-term fiscal sustainability, resource allocation and monetary efficiency in government operations.

As the central body responsible for the economy and public finances within the State of Qatar, the MoF carries out several functions, including the preparation and implementation of state budgets in alignment with national development as well as reform initiatives to modernize Qatar’s resource allocation process. Moreover, it is also responsible for the development of international relations between the state and other countries and organizations in this area.

Al Meera Consumer Goods Company (Q.S.C), in collaboration with Hamad Medical Corporation’s Blood Donor Unit, organized a successful blood donation campaign at the company headquarters earlier this month.

The drive is in line with Al Meera’s commitment to Qatar’s communities as part of its corporate social responsibility program, helping to ensure a secure blood supply in Qatar’s hospitals. The success came by the company’s tradition of working with like-minded Qatari organizations such as Hamad Medical Corporation, who are committed as fervently to the same cause. The campaign saw a very positive response from Al Meera staff who were more than happy to participate in a humanitarian cause that aids patients in need in their journey to recovery.

“The blood donation drive is testament to our commitment to Qatar’s communities and individuals. We are delighted at the altruism and overwhelming response from our staff who were more than eager to help and donate,” said Dr. Mohammed Nasser Al Qahtani, Al Meera’s Deputy Chief Executive Officer. “At Al Meera, we believe that such initiatives raise public awareness on the importance of donating blood, not only because it may save lives, but on the health benefits to the donors themselves.”

City retailers see jump in demand for winter clothes

$

Retailers are anticipating a jump in the demand for winter clothes and accessories in view of the expected cold conditions over the coming days. While the mercury levels have fluctuated over the past few days, often becoming quite warm during the day, latest weather reports suggest that temperatures will drop across Qatar from Saturday due to windy conditions.

Last month, Gulf Times had reported apparent "delays" at various levels in the clearance of goods arriving from outside Qatar. This compelled traders to make do with their old stocks. While this issue has since been sorted, the demand for winter wear has somewhat plateaued after seeing a sudden rise following the heavy rain late in November. In general, it has been reasonably cold at night and early in the morning since then, particularly in Doha, but quite warm during the day.

The impending cold spell, along with the availability of fresh stocks, is likely to trigger brisk activity at stores selling winter wear, say traders. While stocks at some mid-level shops are reportedly less than in previous years despite the arrival of new varieties, the options are still far from limited. Visits to some city shops over the past few days indicate that there is a good demand for "affordable" caps, sweaters, gloves, mufflers, jackets and other types of winter wear, many of which are imported from China.

At one of the shops in Souq Haraj, Najma, which has a large stock of woolen materials and jackets, salesmen said additional stocks have arrived and they have also been able to clear their old stocks. Winter caps, whose demand increases every time it gets windy, are available for prices starting as low as QR5 a piece while jackets are being sold for QR30 and upwards, say sources. "Many of the younger expatriates who are arriving in the country are going for cheaper stuff as they buy new pieces virtually every year," said a shopkeeper.

Chairman of Al Faisal Holding and the Qatari Businessmen Association interviewed by Oxford Business Group

A growing population looking for a wider range of goods and services is creating “ample business opportunities” for Qatari entrepreneurs across the board, Sheikh Faisal bin Qassim Al Thani, Chairman of industry giant Al Faisal Holding has said.

Sheikh Faisal told the global publishing, research and consultancy firm Oxford Business Group (OBG) that “virtually all sectors of the economy” were ripe for private sector investment, with Qatar’s ongoing infrastructure projects and new city developments offering plenty of potential for growth. “Significant initiatives, including the expected opening of the new sea port, the continuing development of designated economic zones and the ongoing metropolitan expansion of Doha and other cities, are all driving a positive investment environment.” he said.

OBG’s wide-ranging interview with Sheikh Faisal took place against a changing economic backdrop which will see Qatar’s private sector encouraged to play a bigger part in the country’s development and a shift away from government support. A major player in Qatar and abroad, Al Faisal Holding has interests in a broad range of business activities, including hospitality, real estate, commerce and industry. The current year has brought solid operational growth across Al Faisal Holding’s business divisions, Sheikh Faisal said, with the company’s hospitality segment, led by Al Rayyan Tourism Investment Company (ARTIC), delivering a particularly strong performance.

Chairman of Al Faisal Holding [qatarisbooming.com].jpgSheikh Faisal, also, told OBG that ARTIC had acquired three hotels this year: the St Regis Washington DC, the Manhattan at Times Square, New York, and the Aleph in Rome. Two key local projects are also nearing completion. “The Shangri-La Hotel Doha and the Rotana Hotel City Centre are both expected to be operational soon, with other projects moving forward,” Sheikh Faisal told OBG. “We also have a strong pipeline comprising several additional projects that are currently at an early stage of development.” Other initiatives include the $100m phase two redevelopment of the City Centre Mall..

Sheikh Faisal remains upbeat about the impact on local businesses of low oil prices, although he sees the national drive to broaden Qatar’s economic base as timely, given the global challenges facing oil-producing countries. “Qatar has not been much affected by the drop in oil prices and the economy has continued to grow as expected,” he said. “The government is nevertheless keen to continue diversifying revenue streams as the economy grows, and the private sector is a major component of that process. So, in the years to come, I’m positive that the performance of the private sector will have a bigger influence on the economy’s overall performance.”

The business leader is keen to see more local firms follow in the footsteps of Aamal Company and list on the Qatar Stock Exchange, particularly family outfits. Listing not only supports Qatar’s development, but will also guarantee the future of family businesses by encouraging corporate governance, he explained, ensuring the continuation of locally-grown businesses from one generation to the next. He regards family firms as a “key component of a healthy economy that complements the public sector”, adding that the valuable role they play has been recognised at the highest level.

“Our government has undertaken several initiatives in recent years aimed at supporting and strengthening the role of private businesses,” he said. “I would call on all business leaders in Qatar to utilise the variety of opportunities arising from the diversification of the economy and to take advantage of the country’s healthy investment environment.” Sheikh Faisal was interviewed by OBG as part of the research for The Report: Qatar 2016. OBG’s report will include a detailed, sector-by-sector guide for foreign investors, together with a wide range of interviews with the most prominent political, economic and business leaders. It will be available in print or online.
