ARTIC expands operational hotel portfolio in Qatar

Al Rayyan Tourism Investment (“ARTIC”) one of the leading international hotel investment companies, has expanded its portfolio of operational properties in Doha with the completion and opening of the DoubleTree by Hilton Doha – Al Sadd hotel.

DoubleTree by Hilton Doha - Al Sadd, officially opened at the end of December, is located in Doha’s main commercial and retail district in close proximity to a range of Doha’s key destinations including Souq Waef and Al Bidaa Park. The hotel comprises 139 guest rooms and hosts three hospitality outlets providing a range of formal and casual dining environments and cuisines.

Doha Festival City the one and only destination for shopping during Shop Qatar

As part of the Cervical Cancer Awareness Month, The Westin Doha Hotel and Spa in collaboration with Qatar Cancer Society have conducted an internal session for its employees to highlight information about the disease, the diagnosis, methods of prevention, importance of early detection and screening...

Cervical Cancer Awareness Month is an occasion to raise awareness among female employees and women in general in the local community on ways to protect themselves from HPV (human papillomavirus) and cervical cancer. The main focus of the campaign is to encourage women to do a cervical screening, especially that most deaths from cervical cancer could be prevented by regular screenings and follow-up care.

Second week of Shop Qatar 2020 wraps up with raffle draw rewarding shoppers

EY: New Income Tax Executive Regulations to significantly impact Qatari businesses

The changes introduced in the new Qatar Executive Regulations of the new Income Tax Law, are expected to have a significant impact on Qatari businesses and taxpayers, including updates to the withholding tax regime and the introduction of transfer pricing, according to EY.

To discuss the latest developments to the OECD Base Erosion Profit Shifting (BEPS) initiatives, tax digitalization, VAT, the latest Qatar economic outlook and the country’s budget for 2020 along with the changes in the local business landscape, EY recently organized a tax seminar in Doha that was attended by more than 180 tax and accounting professionals from entities across Qatar.

Discussing the changes at the EY tax seminar, Ahmed Eldessouky, Partner, Business Tax Services, EY, said: “The new regulations introduced many changes, both computational and administrative provisions, which would impact the way taxpayers deal with their tax obligations. The new withholding tax (WHT) articles in the Executive Regulations apply a “Consumption Test” whereby it is expected to capture a wider array of services and will affect businesses both from a tax compliance and commercial perspective.”

A notable benefit from changes in the Executive Regulations, include carried forward losses “Companies can now carry forward losses for up to five years in a tax period where such losses have been realized, where previously there was a three-year threshold. The new arrangement is more valuable to the taxpayer from a tax planning standpoint,” further added, Ahmed.

Qatar’s budget for 2020

The EY experts also discussed Qatar’s 2020 budget during the seminar and the Government’s emphasis on the establishment of infrastructure and facilities in free zones, special economic zones, industrial and logistic zones and the development of new housing areas for nationals.

Impact of BEPs

According to Marcel Kerkvliet, EY International Tax and Transactions Services Partner: “For BEPS 2.0 project developments, particularly BEPS Pillars 1 and 2, companies should, amongst other actions, monitor the OECD developments, understand perspective of countries that are relevant to business footprints and communicate with management stakeholders.”

VAT laws and regulations

While VAT laws and regulations have not been published, there is sufficient guidance in the GCC VAT framework agreement and the laws of other GCC States to enable businesses to start their VAT readiness project. Based on experience, most companies need at least six months to be ready.

Transfer pricing and international tax developments

According to EY, the revenue or asset threshold is not yet established, therefore, entities should start revisiting their TP arrangements and consider preparing for the possibility of submitting the required local TP documentation and compliance by end of April 2020. Failure to comply with the new TP rules may result in the imposition of penalties in accordance the Income Tax Law.

Digitalization

The seminar also touched on the topic of tax digitalization where tax authorities in the GCC, including Qatar, are moving towards digitalization at rapid pace – a strong incentive for businesses to keep up with that pace, if not faster, to maximize such opportunities.

Fashion events, musical performances and cultural shows bring Shop Qatar to life

Promising three weeks of nonstop entertainment and colourful fashion events, the fourth edition of Shop Qatar is now in its third and final week, with a colourful schedule of events taking place in 12 malls and shopping areas spread across the country.

Hotels witness high occupancy in Q4 of 2019

Hotel occupancy increased due to reduced average room rates. The hotels added a total of 1,050 rooms to Qatar’s hospitality sector during the last quarter, according to the fourth quarter 2019 review issued by leading regional consulting firm ValuStrat. 

“Countrywide sales transaction volumes accumulated to QR22.7bn in value in 2019. In The Pearl & Al Qassar, transaction volumes increased by a staggering 72 percent during 2019, while total transaction value increased by 55 percent to QR2bn,” Pawel Banach (pictured), ValuStrat’s General Manager, Qatar told The Peninsula. “Decelerating capital value declines indicate that the real estate market may reach a plateau in the coming quarters. This was most likely aided by increased availability of affordable payment plans and investor friendly government policies,” he added.

Park Hyatt (187 keys) in Musheireb Downtown, Saraya Town Hotel (310 keys) in Al Ghanim, Double Tree by Hilton Doha (139 keys) in Al Sadd and Hilton Doha The Pearl Residences (414 rooms) in The Pearl were unveiled adding a total of 1,050 rooms to the hospitality sector during the last quarter. Till November 2019, 1.86 million visitors arrived in Qatar, an increase of 14 percent compared to the same period in 2018. Countrywide occupancy of hotels for the same period stood at 64 percent, up 5 percent compared to 2018. The Average Daily Rate (ADR) witnessed a decline of 3 percent YoY.

With an addition of 1,750 units during Q4 2019, the total housing stock in Qatar was estimated at 297,650 units by end 2019. 90 percent of the added supply comprised of apartments handed over in Lusail (Fox Hills, Al Kharaej and Marina District), The Pearl, Al Sadd and Al Mirqab. Projected completions for 2020 have been adjusted upwards to 10,000 units due to delayed deliveries from 2019. The average capital value of a residential unit stood at QR7,914 per sqm. More specifically, apartments were QR11,477 per sqm and villas were QR6,140 per sqm. 

Citywide residential asking rents declined 6 percent over the past 12 months and a negligible 1 percent since the third quarter of 2019. “During 2019, 60 percent of the added residential supply was concentrated in Lusail, The Pearl and Al Dafna. It negatively impacted rents in these locations as average asking rents fell by an estimated five percent to eight percent annually,” said Anum Hasan, Senior Market Research Analyst for ValuStrat.

Construction of an estimated 700,000 sq m GLA of office space was completed in 2019, bringing the total office supply to an estimated 4.8 million sq m GLA. Five office projects were added during Q4 2019 in Lusail, Al Mirqab, C-Ring Road (Al Mansoura) and Al Sadd comprising 160,000sqm GLA. Organised retail supply increased five percent during 2019, reaching up to 1.89 million sq m GLA. An estimated 462,000 sq m spread over 5 shopping centres is in the pipeline for 2020. The retail market continues to remain tenant friendly where landlords offer lucrative incentives (eg waiving services charges or turnover rents, rent-free periods) to retain existing retailers and attract new leases.

37 countries participate in Souq Waqif Honey Exhibition

The third Souq Waqif Honey Exhibition 2020 began with participation of over 150 companies, from 37 countries, showcasing more than 50 varieties of honey. The 10-day event is being organised by the Private Engineering Office (PEO) in cooperation with the Ministry of Commerce and Industry and with the participation of the Ministry of Municipality and Environment.

Compared to last year, the number of companies participating in the event has increased by 25 percent. The exhibition is open to the public from 8am to 12 noon, and from 3pm to 9pm, except Fridays when it will be open from 3pm to 10pm. “The exhibition includes more than 50 types of honey, of which 10 are being displayed for the first time in the Exhibition. Local companies are participating in the event because their honey is of superior quality,” said General Supervisor of Souq Waqif Honey Exhibition, Khalid Saif Al Suwaidi.

Speaking to The Peninsula, he pointed out that “For the first times countries like Sweden, Denmark, and America participating in this exhibition. The exhibition also includes Omani laboratory which can check the quality of honey. Visitors can get their honey tested from this laboratory by paying QR30.” He expects the sale of honey to be more than previous year’s exhibition. A total of 37 tonnes of honey was sold during the previous edition, while officials expect sale of 50 tonnes during this year’s exhibition.

Commerce ministry celebrates its achievements in 2019

The Ministry of Commerce and Industry (MoCI) has held, under the auspices and in the presence of HE the Minister of Commerce and Industry Ali bin Ahmed al-Kuwari (pictured), the annual ceremony to celebrate its achievements under the theme ‘2019 Harvest’.

During the gathering, the ministry celebrated its accomplishments across various sectors and affiliated administrative units, highlighting its priorities and future projects that would be implemented in 2020, in addition to honouring its leadership and employees across various departments.

The annual meeting brought together Sultan bin Rashid al-Khater, undersecretary at the ministry; Saleh Majid al-Khulaifi, acting undersecretary for Trade Affairs; Mohamed Hassan al-Maliki, acting undersecretary for Industry Affairs; and Sheikh Jassim bin Jabr al-Thani, acting undersecretary for Consumer Affairs; in addition to department managers, heads and employees. Through this annual initiative, the MoCI “aims to achieve a number of objectives such as promoting co-operation and communication between the ministry’s leadership and employees and enhancing the values ??of loyalty and belonging among its staff members while showcasing the distinguished achievements of its various administrative units to further promote professionalism and the provision of quality services”, according to a press statement.

Speaking on this occasion, HE al-Kuwari said he was proud of the ministry’s team, which includes senior officials and highly experienced and skilled employees who have been working hard to consolidate the MoCI’s achievements and successes and to support Qatar and its institutions in their journey towards achieving Qatar National Vision 2030. HE the Minister said the annual meeting ceremony reflects the joint efforts undertaken by the MoCI’s various units and departments towards achieving its goals and improving its performance.

Touching on Qatar’s accomplishments, he said the ministry was keen to strengthen the foundations that Qatar has built to achieve its national economic goals in line with its vision. In this context, HE al-Kuwari said the ministry has developed its 2019-2022 strategic plan in line with the goals outlined in Qatar National Vision 2030 and the National Development Strategy 2018-2022 and has established specific plans for its priorities. HE the Minister concluded his speech by thanking the MoCI’s distinguished employees who were recognised along with managers for their efforts towards strengthening co-operation and communication among employees and upholding the values of teamwork to enable the ministry to pursue its journey of development.

The annual ceremony featured a video presentation covering the key achievements by the MoCI’s various sectors and its administrative units throughout 2019, and a review of its strategic plans for a real breakthrough and transformation in 2020, the statement noted. The ceremony also featured presentations on future projects by the ministry’s three sectors in addition to plans being undertaken by the various departments involved in institutional development. The annual gathering honoured the MoCI’S distinguished leadership and employees who received prizes and certificates of appreciation, and were recognised across four categories: employee of the year, graduate employee of the year, the employee with disabilities, and distinguished unit managers and their assistants.

The ceremony “reflects the ministry’s keenness to emphasise the role of distinguished employees in supporting the MoCI’s journey towards achieving its vision, and incentivising employees of all administrative units to pursue their efforts and achievements”, the statement adds.

QBIC launches 3rd wave of Lean Acceleration Program for high-potential startups

Qatar Business Incubation Center (QBIC) – a division of Qatar Development Bank (QDB) – has announced the launch of the third wave of its Lean Acceleration Program on Wednesday, 13 January 2020. The program is specifically designed to accelerate the growth of established and promising businesses that show significant potential and to increase their investment readiness. The program will continue for three months, with 14 startups taking part, and concludes in the beginning of April at Demo Day.

Commenting on the occasion, Hamad Al-Qahtani, General Manager of QBIC, said: “The Lean Acceleration Program differs from the Lean Startup Program as it was designed for established and promising startups and is a reflection of QBIC’s true value. We aim not only to incubate promising entrepreneurs and their business ideas, but also contribute to the development of tangible Qatari success stories that can evolve, flourish and grow beyond Qatar.”

The program aims to develop existing businesses by stimulating their sales and marketing mechanism through four main components: access to local, regional and international customers in the private and public sectors; administrative and technical talents; smart funding facilitation; as well as coaching and mentoring. Startups can qualify for the program based on a number of requirements, including their product or service offering, proof of recurring monthly revenue, having at least one full-time co-founder, experience with the business model canvas, and the ability to commit to the program.
